GLOBALINX® Picks Level 3 for Nationwide Voice Services

Level 3 to Deliver Services Throughout Its National Footprint

BROOMFIELD, Colo., July 22, 2009 – Level 3 Communications, Inc. (NASDAQ: LVLT) today announced that it has been selected by GLOBALINX® to deliver voice and calling name (CNAM) services throughout Level 3’s national footprint. GLOBALINX is a provider of voice over Internet protocol (VoIP) services to wholesale, commercial and residential customers.

Under the terms of the agreement, Level 3 will provide GLOBALINX with Level 3’s enhanced local service, including local voice, directory listing and CNAM capabilities (the CNAM service displays the caller’s name and number on the receiving party's digital readout), and domestic and international voice-termination services.

“Level 3 has a large footprint that will have a positive impact on all of our customers,” said GLOBALINX Vice President of Sales and Marketing Michael Machonkin. “This means highly strengthened services and network support for all GLOBALINX customers.”

Students Connect Through VideoPhones

A new tool being used in local classrooms could help bridge achievement gaps between urban and suburban schools.

Students in the Rochester City School District had a chance to try out a videophone Tuesday. They connected with a special guest.

Superintendent Jean-Claude Brizard visited third graders at School 22 without leaving his office.

They had a chance to ask their superintendent questions for the first time.

The videophone pilot project is a part of Kidbridge, a program developed by the Rochester Education Foundation. The six-year old program focuses on leveling the playing field for kids from all schools.

The service, from privately held 5LINX Enterprises, will rely on interconnection agreements with other carriers plus a voice-over-IP network that 5LINX owns and operates with facilities in New York and Atlanta, 5LINX officials said.

GLOBALINX will use videophones from Grandstream Networks, and has already purchased 5,000 videophones for use in the US and for a February launch in Sweden, where the brand name will be 5LINXGLOBAL, officials from both companies said.

The U.S. service price of $30 includes unlimited calls in the U.S., the U.K., Canada, Puerto Rico, U.S. Virgin Islands, Ireland, France, Australia, China, Portugal, Spain and Italy, said Michael Machonkin, GLOBALINX vice president of sales and marketing, in an e-mail. He said the Swedish offer will be “very different from the U.S.,” but could not divulge details. While GlobalLinx has facilities in neighborhoods called “points of presence” in New York and Atlanta, Machonkin did not specify where the GL3006 and the videophone service will be marketed.

Machonkin said it is GLOBALINX’s first deployment of Grandstream phones, although the carrier has been deploying videophones since 2005.
